You will need to complete the entire main story and the point where there is no return to unlock the Sunken City. The Colonel will be encountered during Dying Light 2’s The Breakthrough mission.
You can either trust what he says or choose to side with another character, which, according to our knowledge, could be Jack Matt or Lawan.
Parkouring through the Sunken City will require you to support The Colonel. This is because it is the only way to drain water from the area of Villedor.
This will allow you to potentially get more airdrops faster, but you will need to deal with a new infected that can explode if they get too close.
You can get some pretty high-ranking gear from the Sunken City airdrops. They can also be looted without having to drain the water.
